Procurement Bids and Proposals Manager

Reports to: Director – Procurement & Supply Chain

Overall purpose of role
Manage the Procurement function at bid stage and ensure accurate pricing of material is provided to Commercial/Estimation department in timely manner.

Primary responsibilities, authorities & accountabilities

  • Review Client tender documents for procurement activity.
  • Provide guidance for direct reports in coordinating RFQ & MTO packages with Engineering & Estimating Dept. to buying group. Liaise with Buyers for issuing RFQ packages to Client Approved Vendors.
  • Ensure that for each proposal an RFQ Sourcing Register detailing RFQs issued against progress to receipt is issued.
  • Provide guidance for direct reports on coordinating and processing procurement pricing data received from Vendors, via Project Buyers on Commercial Bid Evaluation (CBE) and priced MTOs. Summarizing pricing onto the standard electronic format for submission to Commercial Department.
  • Ensure that RFQs are issued to discipline buyers once received from Engineering.
  • Provide guidance for direct reports on distributing the bid procurement scope at the commencement of each bid to the buying group.
  • Prepare pricing report variation strategies as directed by Director- Procurement & Supply Chain.
  • Oversee and check preparation and distribution of vendor materiel, standard lead time schedule.
  • Resolve benchmarking and validation group pricing queries in conjunction with buyers.
  • Perform through error checking of Pricing Summaries & Reports.
  • Ensure compliance to HSES policies and procedures as applicable.
  • Ensure compliance with all applicable information security policies & procedures.

Attainment

  • At least 5 years’ experience in Oil and Gas Construction industry.
  • High standard of general education and good communication skills.
