Overall purpose of role
This role encompasses the responsibility to carryout estimating works to facilitate accurate, thorough and professional base cost estimates for company tenders for new-build onshore & offshore projects. The role is a key role within the Lamprell Proposals Group, recognising the importance of delivering precise and well-timed cost estimates which form the basis of pricing included within all company tenders, to ensure the continuous commercial success of Lamprell.

Primary responsibilities, authorities & accountabilities

Leads and supervises discipline estimator to ensure base cost estimates are completed accurately, professionally and in a timely manner, including:

• Review of Invitation to Tender (ITT) documents, understanding, analysing and accurately assessing all ITT requirements.
• Assisting Estimating Manager in Dissemination in a timely manner of the ITT documentation to all relevant internal departments to seek their assistance into the estimation process. Liaison with these departments to ensure that all relevant input received is compliant with ITT requirements.
• Assisting Estimating Manager in Raising and preparation of appropriate and concise technical requests for clarification for onward communication to client during the tender period. Commercial clarifications may also be raised if required.
• Support of the Procurement Group and Proposals function to solicit accurate and timely proposals from material suppliers, equipment vendors and sub-contractors.
• Attendance of tender review meetings, both pre and post tender submission, when required.
• Perform site inspections of work, when necessary, in close liaison with Projects Team to establish and quantify a scope of work.
• Documenting and filing, in an organised manner, of all relevant tender correspondence and data.
• Organisation and compilation of relevant estimating data to be handed over to Projects and Contracts teams after award of contract and attendance of Project Start-Up meetings when required.
• Membership of the Proposals team. Responsibility includes assistance and support in preparing reports of progress and improvement, day-to-day operations, performance improvement and training as required.
• Adhering to all compliance and auditing requirements for the conduct of ethical and transparent operations including the compliance to all Lamprell policies, guidelines and procedures.
• Complying with Health, Safety and Environmental policies and procedures and compliance with all audits and inspections.
• Fulfil the duties of Estimator as and when required
• Ensure compliance to Information Security policies and procedures as applicable.
• Ensure compliance to HSES policies and procedures as applicable.
• Delivery of target new award revenue into backlog.
• Creation of clear and concise Estimating Plans and Basis of Estimate Documents.
• Utilisation of historical estimating data to prepare cost estimates in expedited manner.
• Ensure Estimates submitted are competitive and appropriately benchmarked.

Attainment

• Minimum of 10 years commercial experience in the heavy engineering industry in a large Proposals Dept, with at least 8 years with an Oil an Gas background (and/or renewables)
• Knowledge of ISO 9001 Quality Management System
• Knowledge of API Q1, 4F & 16C standards if working for LRS
• Tertiary qualifications in a related discipline
• High level of education
• Well developed presentation skills
